That is a general statement that most times is simply not true. Many factors go into it, like input power, box size, etc... but generally speaking you do NOT need to set your SSF a few hz below tuning. You can usually start off with the SSF set a half octave below tuning, and adjust it from there to fit your actual setup.High-pass (subsonic) filter should be set just a few Hz below your tuning frequency at most.
