Why can't I download test tones from anywhere?

I've tried RoE and one other place, and everytime I right-click it to 'save as' there's no option for it, so how am I supposed to download it?

I had trouble getting them to work off the jl site

your computer might not reconize the format. try going to http://www.codecpackguide.com and downloading a codec pack.
