not exactly. the rep system was just to rep you for a good post. look at the system on cs.org. you rep them and leave them a comment where everybody can see, then you'll have a number. basically the same thing as ebay

I admit, I post on the Lounge quite a bit. I really dont care about post count. If something is implamented, I vote for Lounge threads just not counting over the 10ppd. I really just love the Lounge because it allows me to sit around and talk with people that have a common interest with me. No disrespect to any mod with this.
