Nothing to worry about. It's good that it's there. It's a thermal compound as Nick pointed out.....to aid the output transistors in dissipating heat to the heatsink.So its alright that its not dry? Nothing to worry about?

IIRC, Dave Navone said it's there to prevent induced noise. An insulator.If it's around the mosfets and whatnot, it's there to aid in heat transfer and such.
