If I were to place just one 4 Ohm DVC DCON on a 400w @ 4 Ohm load, would the extra 100w be too much for the DCON?

(Their RMS is around 300w) Would it affect the longevity of the sub compared to 300w @ 4 ohm?

IMO, that's not a lot of power to power two subs. For 10-12 inch subwoofers, having at least 500-600watt power handling is pretty standard these days. I'd suggest to buy one _nice_ subwoofer and then perhaps run it in a ported box to maximize SPL. If you want a dual subwoofer setup, I think one good sub is Alpine R8. Get two in a ported box (two may been 1-1.2cu ft net volume tuned to low 30s) and you should get a fine SQL sub stage.
