I'd get her the hoodie. It'd be more usefull since its getting closer to the winter time. If you get her the dress she might to get wear it once before it gets too cold and then it'll be another piece of clothing in her closet. By the time that she would think about wearing a dress again, that dress would be out of style.

already thought of that. thing is, bishs here wear skirts/dresses basically all year round to go out. cold doesnt seem to effect them.
