What's the amp doing exactly?

I recently had a friend give me an early 2000's model RF 600.2. Came w/ bass knob and 1 shiny scratched up cover plate.

I hooked everything up to check whether or not it worked and it did somewhat work but it made a scratchy hissing radio interference sound that was audibly louder than the actual sound it put out.

I know the RCA's, power/ground, remote, test speaker, etc are good so is the amp output going bad? If not what is it doing to make the awful noise?
