What would you pick?

CEA rating doesnt mean anything. CEA rating means amps do rated at 4 ohms, but the methodology for which they get that rating isnt standardized. Each company rates differently.
so are chances of getting the watts better w/ cea cert. or just about the same as guessin?

Its useless. You can get a better indication by looking at the fuse rating. An amp that claims to do 1500 watts RMS that has 20a of fusing isnt doing rated power.
