I'm currently running 2 SA SD-2 12"s with a belva bb3000 and was thinking of upgrading the subs to a soundsplinter rl-p 15" for more of a quality system. I know the belva ain't the greatest amp but its all I could afford at the time. Any suggestions on what I should do? Sound splinter opinions?

kinda useless if you only have an amp that barely tickles any beefier sub.

The amp does about 1000w at 2 ohms and that's what I would be using for the rl-p. I don't want to mess with the stock electrical system to keep it cheap. I have a 2015 scion tc if that helps.

It wont do anywhere near 1000 rms at 2 ohms. You'd need to wire it at 1 ohm for it to be close to 1000 rms after box rise. I guess it would work but your box design needs to be efficient and you'll have to get a D2 wiring to 1 ohm. you'll end up around 2-3 ohms after rise.
