I'm hoping you mean when you restart you're trying to bring up the BIOS information? Can you not just hit the power button to power off then reboot. If after rebooting it doesn't work then I'd try again and hit F2[on most computers this opens the BIOS] and run it in Safe Mode.

What kind of pc is it? I have replaced keyboards on HP's, sonys, toshibas, dells, etc. You can purchase them online and replace them easily.

Are you able to power it down then power it back up?

Does it do the same thing when you do that?

Double check all the keys and make sure that a shift or one of the lock buttons isn't just locked down.

I just tried restarting it and it did that fine. It didnt fix anything so I tried shutting it down completely, and then it wouldn't come back on right away. Had to wait a few minutes, now it turned back on fine, but keyboard still messed up.

I dont think a key is stuck.

I just starting pushing random buttons and a popup came up that says "shortcut button is pressed"??????

Doesnt say anywhere on the popup how to shut it off. I think this may be the problem.
