Their 50 bucks each on woofers and they will do fine in about 1.2 sealed. And they have a good output with only 150-200 rms each. That would leave like 70 for the box too, considering a amp that does 300ish won't run him too much.
I figure he was lookin' and Volf, so anything we suggest, no matter how cheap (in our definition of cheap) will be better.

Sealed Box Volume (cubic feet) 0.8 - 4
Ported Box Volume (cubic feet) 1.75 - 4
So he could probably do a hefty sealed or a smaller ported and get a great output!
I've got zero experience with RF subs, what do they like? biggest recommended enclosures?
I imagine with 2 cubes sealed he will ahve a great output. And it would be a much simpler box to find/build.
So with a 500@4 amp and that box he would do great. I imagine a hifonics amp would be a good budget amp for that.

BOV was a bad idea... stock is a recirculating system.... BOV is atmosheric.. messes w/the ECU for air/fuel ratiooh and no my car is not factoryi have a sTI turbo and intercooler, tien suspension, exaust, and blow off valve, and some other stuff
