The problem is that people are thinking they can just use the same stuff that is used on animals. The stuff for human use is different.

Kind of like the idiots drinking bleach after their exalted leader suggested it.
Repurposing drugs is huge and common, but they still need to do the clinical trials for efficacy. And it sounds like they are. Imagine the financial windfall of already having a drug that can be shown to have a major impact on this pandemic.
It'd be like finding out the secret recipe for KFC can cure cancer. $$$$$
