What is an amps nominal load?

I was reading some of the test results of the Sundown SAZ-1500 on soundsolutions.com and it said that the amp did 1635 @ 1ohm nominal at 12.8v. I am wondering is this before or after imp and box rise? Is the 1 ohm here what it rose to or is it what the sub/subs were wired to? If it is before rise those are **** good numbers because it probably rose to around 3 ohms.

so it was actually seeing around a 3 ohm load? And still put out those numbers?
