what are modded amps?

You dont!

It allows for the amp to run at a lower ohm load then manufactured for. In turn it creates more power. Also it can be made to run at a higher voltage.

Technical stuff you got me. I don't know how to do it.

Only someone who knows what there doing should do it.

Depends. Could be as simple as changing out the fuse, or as complicated as completely changing internal parts. Usually, it's simply removing some sort of protection to allow the amp to do something the designers didn't want it to ( //content.invisioncic.com/y282845/emoticons/up2something.gif.dd110ecf3ae4b76050d87598f2f8de7c.gif ), such as handle lower impedences and such.

when modding an amp would you want to add an extra internal/external fan??seems like it would make it warmer running more current and lower ohms?

Correct...a similar parallel would be overclocking a chip for faster speeds, more cooling is needed to keep the internal parts happy and, well, chill //content.invisioncic.com/y282845/emoticons/biggrin.gif.d71a5d36fcbab170f2364c9f2e3946cb.gif

but buyer beware, usually when you have a new amp modded, it will void warranty...if you can get them to handle 16v input, most times you will get extra power...if your system can put out 16v...

I never saw a point in modding for higher voltage. Maybe if my alt could do 16 volts, but only if. I get a steady measured 14.5, uh huh. =D

The low impedance, that I understand. If I knew how, I would have taken my amp apart already and done it.
