They're not tested BY the CEA. The CEA published an amplifier power measuring standard in '03. CEA-2006 certification means the standard was used in determining the amp's power output.The old school USA2000X that was rated at 2000 watts actually did 3010 watts when Car Audio Mag tested it a long time ago.
Look for amplifiers that are CEA-2006 certified, meaning that they've been tested by the CEA to produce at least their rated power.
