What about amplifiers makes rms wattage not consistent?

The old school USA2000X that was rated at 2000 watts actually did 3010 watts when Car Audio Mag tested it a long time ago.

Look for amplifiers that are CEA-2006 certified, meaning that they've been tested by the CEA to produce at least their rated power.
They're not tested BY the CEA. The CEA published an amplifier power measuring standard in '03. CEA-2006 certification means the standard was used in determining the amp's power output.

 
Because people or suckers for over-rated amps, it's ease to build a 2500 watt amp and label it as a 2000 watt. That makes the consumer think that they're getting more for their money.

lol...someone just said in another post that Fosgate amps will do like 2400 on a 2000 rated amp.....yet charge you as if its a 2400w amp. This has some truth
