I have reason to believe he is indeed cheating. I've spent the last few hours dredging through the internet researching the vote exchange thing and found his posts which reveal no details on what the contest is.

Now what find to be actual cheating is this site. The say they typically use Indian IP's but can forward through USA which is most likely more money. Having looked through a lot of his votes, it appears there's a lot of "people" from India voting for him.

If this isn't found to be cheating, I don't know what is... It's incredibly obvious and I think most people could put two and two together. I don't know what else to say. You can scroll down to see when they voted. My only other idea to solve this in a diplomatic fashion is to split the prizes or have an outside party vote on this. I am beginning to find a couple questionable votes on my side which is either this vote program malfunctioning or a attempt to degrade on my character. I will publicly sharing this to lend outside opinions.
