I got my new Q's into today and first thing I did was use a DMM to test the VC to ensure that the sub is in good shape before using.I got a result of 1.6 ohms. It is supposed to be a dual 1. When I tested my pioneer, it is supposed to be 4 ohm, and I got a result of 4.3. Is my DMM screwed, subs wrong, any suggestions?

You are measuring the VC resistance, not the impedance.
