Are US Amps underrated?

I am thinking about getting the AX-1000 to power my PG RSD12's.

I am going to be sending 500 W to both of the subs @ 2 Ohms with this amp, but I have heard you can send the subs like ~750+ and they won't even break a sweat.

So would these subs be getting more like 450 watts or more like 550?

Also, is there a better 2 channel, ~750 watt @ 2 Ohm amp out there - saving money but keeping quality?
