Ok.... By changing the size of the wheel on the blower (which is assuming what he meant) it will spin faster or slower. Hence, making more or less boost at different RPMs.
You know, like a gear shift on a bike....

Man my physics teacher sucked I was always told a smaller pulley will spin faster.

They both spin at the same speed. The distance traveled is going to be greater by the larger pulley
