Tweeters fuzzy/cracking at low volumes

I have a set of Boston Acoustics SX60 componets and the tweeters are fuzzy and crackling at low volumes. Once you get on them they clean up and sound great. I have them powered by an Alpine MRV-450 amp at 55x4 the speakers are rated at 60RMS. The head unit HPF is off and the amp HPF has been tried on and off. I am using the crossovers that came with the speakers and have moved the tweeter crossovers from to all settings with the same distoration at low volumes. No problems with the 6.5 speakers.

Any thoughts or ideas on why?

Once you get on them they clean up and sound great..

So it sounds nasty at low volume, but good at high?

Yes at low volumes sound is horrible, but at 1/4 volume and up sounds great. Problem even exsists with motor off so I know it is not alternator noise.
