Is it better to have an amp with a higher RMS rating or a lower RMS rating than the sub? example: a 500 watt amp on a 400 watt sub or a 300 watt amp on a 400 watt sub.

More power than the sub can take is not always required to have headroom. More power than you need to get as loud as you want is the real definition of headroom. I'm not a huge fan of really loud bass and I've had headroom on the sub with 1/4 of rated power. It's all relative to what kind of output you want, not the rating of the sub.
