Not necessarily. Checking your grounds is a great place to start your trouble shooting from, if it goes away after you redo your grounds then your good, but if it still lingers you just eliminated 1 possible cause and move to another (like voltage). BTW ill try to get a pic if i can its under a seat and was hard as hell to get at but ill see if i can get 1.so this problem sounds like a bad ground huh?
