Well durring the test I ran the engine up to ~3000 Rpm's. Does it still sound like a need a new alt

Most definitely. He doesnt want to spend money on speakers for the inside or an extra battery though. Or an alarm. And Im not going to be here to do it later. Oh well I guess.

Fair enough. If going the HO unit route doesn't happen for you and you wanna look into having the existing one rebuilt lemme know and I'll pass along the info.
