18" Treo ssi- This one should be able to get in 150 range in a box tuned a little high, like somthing in the 50hz range.
2 15" Kicker L5- These should also be able to get in the 150 range, you might be able to get away with a lower tuning frequency with the extra cone area.
3 12" Kicker L5- This would have trouble off of a single amp, each speaker wastes power due to inefficencys (one speaker will waste X amount of wattage as heat put several speakers together off the same amp and more wattage will be wasted), if each had its own amp I think it would be possible but off of a single amp the amount of power wasted would not make it competitive, prolly sound good though.
2 12" Kicker l7- lack of cone area here, a really big ported box tuned high should do the trick, the single 18" Treo would be more efficient though.
If the car must be off in the staging lanes, install an auxillery battery, this way you can have maximum current/voltage available for burps.

The smaller alt pulley will reduce dimming at stop lights, reason being aternators can't put out peak amperage untill a minimum RPM is reached, a smaller pulley will increase the rpm of the alternator and increase available current at idle.
Hope I answered your questions, No one can really tell you what each of the subs will hit exactly, there is just too many variables, alot of trial and error is involved in finding the right setup, but thats what makes it fun.
