Symptoms of a bad coil?

I bought a "brand new" dual voice coil infinity off ebay and it moves with about half the excursion of a new boxed one I bought from a web retailer. The subs should be identical.

I was thinking maybe one of the coils on the ebay sub are blown so the sub is only operating on half power. Sub is pretty beat looking too, any ideas? In the mean time Im gonna try and get money back.

pull it out and test resistance on the coils with a dmm
