Sundown EV3 4 ohm subs only reading 3 ohm

I bought a set of Sundowns Ev3 10inch subs that are spec'd to be 4 ohm subs. Unboxed them and wanted to test them before install. While laying flat on my work bench I'm only getting three ohms all the way around on both subs.

Should I send these back for a new set or what's going on here? Any insight is appreciated.
