Um, fixed?Better off doing 1 or 2 12s sealed or maybe 1 15 sealed. With the power you have and the limited space this would be the best choice.
If you want to talk in the general terms you are using, no, 3 cubes net is usually not enough space for 1 15 or 2 12's ported.not exactly fixed... Many subs can be ported in smaller enclosures. You do not need a stupidly large box to have a properly ported box. 2 12s can be ported in 3ft3 depending on what they are just like a single 15 would work fine in that space as well.
It depends on many things..mainly what subs he runs and if the space is before or after displacements.

'Underpowering', as its being used in this context, is no different than having the properly sized amplifier but never turning your volume up all the way. The only adverse effect here is a loss of output potential. Think about it, when you turn the volume down on your stereo, does the 'sound quality' decrease?
