Subs popping

I have a pair of jl 10w6 v1 where the surround pieces dry rotted and ripped. I bought a surround repair kit and replaced them. I followed the instructions on how to keep the cone straight while the glue on the surround dries. I tested them out with 250w to each and at moderate to high volumes they are popping as the cones move out. If I move the cone in and out with my hand I don't hear any rubbing of the coil against the pole piece so it seems to be aligned.

What could be causing them to pop? They still sound great inside the car but open the trunk and it sounds like microwaving a bag of popcorn- pop, pop, pop. Are they pretty much goners?

Subs are cheap now adays.........I would replace them.
