Subs Not Hitting Hard Enough

I have two eD 11Kv.2 (dual-2) subs in a 1.1 cu. ft sealed enclosure. They are wired together as a 2-ohm load connected to an Alpine MRD-M605 (600 wrms x 1 @ 2 ohms) subwoofer amp. I have set the amp gains using the tutorial on the forum.

I have had these subs for a couple of months now, and feel like it should be hitting way harder. It is not as punchy as I thought it would be. Yesterday I decided to re-check all my wiring and settings to see if I did something wrong. Again, everything checked out and the amp was putting out about ~35 volts at 75% headunit volume (checked with a digital multimeter).

This time, I put in a 50 Hz 0-dB test tone to actually see how loud it was when I reached the 75% max HU volume (even though I never listen to my music that loud). Anyways, well before I reached that 75% volume, at slightly above 50% of the max volume, my subs started to spit out a higher pitched noise. That pitch remained to the 75% volume level and the bass never got any louder. In addition, it seems like the cone goes inward instead of outward.

I tested the drivers in both the enclosure and free air, both exhibiting the inward cone pull. I have also hooked up one of the drivers to another (Kicker ZX250.2) amp to see if it was an amp issue, powered it to 250wrms this time, and again same issue.

According to the 11Kv.2 product spec, the average SPL was about 120dB for one sub. I have two subs and they are hitting no where near 120dB.

Any ideas what is going on?

 
Yup, its total 1.1 cu ft for both, but they are actually about ~0.55 in their own sealed chambers. I will have to double check the phase, I am pretty sure the HU is on the default / flat settings.
