Subs Get louder than quieter?

Ill go out and check what kinda voltage im getting. Im actually just running the nine.1 to 1 of the 16ov.2's right now. Im still box building for my second one. Could it be in the RCA's? Or any other ideas?

Also the Nine.1 is brand new. And I highly doubt its the amp because my old viper d1200.1 did the same thing.

And now my guess is it is definately something in the HU because at 3/4 volume playing a 50hz tone my voltage at the amp reads constant 13.6 with no drops.

Cant yet. My brother has it and accidentely took it on vacation with him (i left it in his car) so he gets back tomorrow so ill set it up then. But sounds like that is where my problem has to be in the HU/RCA's somewhere because my battery voltage is fine.
