Still confused weither to set x-over before or after setting gain

After turning off the x-over i pluged the test tone and used a DMM to set the gains. I then listened to music and played with the active x-over setting. I then pluged back the test tone and voltage has increased cz i lowered the HPF. So the good way is to listen to ordinary music and set the xover, and then use a DMM to set gains true?

i just set it where i like it, sub=50hz 6.5s=90hz
