Iv noticed a lot of static electricity when I get out the car, recently more since my voltage has been (15v) high and negative battery terminal getting corroded. Could there be a definitive reason to high static electricity?

The whole car is a conductor of electricity. Iron. Magnetic flux around wires and cables. Does it feel like a shock? I some times experience this. Use clothes that insulates you to the seats. Sweaters and long pants, shoes, and socks. Static electricity is excess electrons on the surface of cars. Metal area. Battery is the sole producer of electric. Though only 12 volts, the quantity or amount is a lot. Larger measure. This quantity measures is called quantum. And it is electricity.​

Static grounding belts were common in the 50's and 60's, and you can still get them. Basically they're a strap that connects your car's metal to the ground (earth) to eliminate static. Kinda ugly, but they work.
