Static at low volume?

This is interesting. I thought my stock door speakers were just gettin worn out and I replaced them with some Pioneers.They still do it? Like, if I got the volume between 1-4 when the music isnt loud you will hear a loud static noise, but at loud volumes its ok. And also if its a part in the song where the person is talking and no music you can hear it. Any ideas?
