speakers not as clear or loud as used to be?

so my speakers arent as clear or loud as they used to be. i have a rf 8002 power a hertz hsk 165 with o2 audio tweeters instead of the hertz and its just not as loud or clear as it used to be. my tweeters still play and its clear up until about 22 or 23 or maybe even 24 on my alpine deck. then it just gets a little louder but as far as clearness goes it seems to decrease. my clipping point on the hu is about 28-29 and i have my gain set a little before the clipping point as well. what could be my issue? btw speakers are brand new. so im assuming/hoping its either my amp or my head unit. any help to trouble shoot would much be appreciated.
