He can use the money in commissary. You can buy food, toiletries, paper, pencils, limited types of clothing, decks of cards, etc. I was in jail in 99, and commissary was your life, basically.

I mean I know it doesn't really deal with his phisical abilities and he could quite possibly be a really smart guy, but his thinking is "impaired" ...

Why don't you ask that your brother go to a mental rehabilitation prison thing, or something like that..?

we have. but he is cooky as hell like i said. since he is of legal age, no body can force him to do anything. he says he'll go, then he says no. my mother has been fighting in court to get him into a court ordered mental clinic under the idea that he cant make good decisions him self. its not working so far. they said "we acknowledge that he has a problem, but there is nothing we can do"

You can maybe try not paying him? If you won't pay him to not beat your brother up then why would he do it if he is not getting anything out of it. Unless he gets bored and wants to beat someone up.

telling the guards may be risky unless they can change his cell or whatever. If the guards find out someone told them about what is going on, the guy beating your brother up may get even more pissed

Why can't you just call the jail and tell them what is going on. I'm sure they can put him in a new cell.
