Silicon on ground?

I plan on changing over my ground tonight to a bigger bolt and sanding down the paint on the floorboard of my truck. I plan to spraypaint over the bolt and ground connection onces its in after sanding in order to prevent rusting. Would it also be fine to use silicon caulk for any extra prevention of water getting under the washer and rusting? Are there any problems with using silicon caulk on electrical wiring? Where i would be putting it is just around the washer edge so water doesnt get up under it.

you could do that, or epoxy over the bolt and all
