reset gains to 3200 rms but doesnt seem louder, is my LPF too low?

The tuning freq of your box is not going to be your loudest frequency. Start testing roughly 5 htz above tuning and go up from there.
so should i set it at the highest frequency?

Plus your not getting 3200 out of your amp. you need to figure out your impedance rise before you can calculate your actual power out from your amp.
i'm not too worried about impedence rise this is only for daily.

 
The freq the you use to set the gain doesn't have any relation to the tuning of the box, the peak freq or anything like that. It only needs to be a freq that the amp can play. For best results it should be in the frequency range you plan for it to play. 50-60 hz is pretty typical for a sub amp.
