i don't think any of the 3 will work without proper funding and good people in charge. Also they need more talent delivering care more efficiently. The best and brightest are usually recruited by the private sectorFirst you have to make medicare and medicaid work..hell social security doesn't even work..your link left out a lot of things as well. Doctors offered yearly service rates and they actually had group plans from groups ..you may have heard of them Shriners? Mason's? For some odd reason they were demonized....
I have heard of them, Shriner's is making a comeback last i saw (pretty sure i saw some commercials for it). I haven't heard of them being demonized, but i would guess its because of people's skepticism of such secretive groups. But
