RE SE 12 phase issues

I have a RE SE 12 in a ported box and the cone moves reverse (center to backward to center) it really doesnt go forward that much. When you look at it you can clearly see the cone vibrating backwards. Ive tried using the phase switch and reversing the wire and everything and it still does it. and i think it is causing it to bottom out. Are RE SE just like that?
