*RCA + DMM = No Reading*

You need to play a sustained test tone. I have never tried to read "music" with a dmm but I would expect the various fq's coming thru at the same time to cause problems for the dmm. (It just wants a simple ac signal)

Just about any cheap dmm should be able to work with a constant 60Hz signal, and give you a reading. (if it has a scale that reads single digit volts)

the preouts play but maybe not to their full potential.

Why can't i get a reading from my rca's
LOL I have the same exact issue. Put in 60hz tone disc put on replay turned meter to acv 200 setting and guess what no signal but yet I have music just a whisper though...

 
If you have a bad source, or damaged rca, one conductor alone is enough to "hear" out of an amp with some healthy gain. However a DMM might show nothing.

Using mic modules, I can get music to play through an amp with only one condictor from the source to the amp. (That's a lot of gain though)
