I think what it all comes down to, is if you're a person who can't design for themselves and is willing to pay for a design of any type (because that's largely irrelevant), then you should be okay with a rate that would reflect at least an hour of a person's time. General labor rates cover a wide gamut, say $20 to $200? A single charge of $50 doesn't seem stratospheric to me. On the other hand, I don't think anyone should be given celebrity status for designing enclosure either. Anyone with capable software who is willing to put the time and effort into learning and practicing can turn out very good results.
$50 dollars for a slot ported enclosure that isn't fully customized cannot possibly be justified as a fair price. There are only so many things that you can do with a car audio enclosure. Now, if you're talking about a home audio enclosure or hi-fi speaker, then 50 dollars is more than fair if not too little because of the immense amount of time and science necessary to get everything right.
 
Pete does awesome designs, and most have great results. I dont think $50 is a terrible price at all if you get results from the design. This enclosure here is the one I bought from Pete. The quality he puts into building an enclosure is second to none that I have ever seen.

Doesn't really matter where the enclosure ends up being used, in my opinion. In fact, a vehicle's acoustics are far more harsh so optimization will take more time for that environment if anything. My concern is the compensation for the man's time at a rate of $50/hour, it's not unreasonable. Even the simplest design takes some time to optimize and it sounds like he does do a bit more by providing a frequency response profile that matches or compliments the vehicle's transfer function. Just saying.
