It's an sq oriented product from PPI in the early 2000's.

A phase-shift controller (before timing alignment technology was integrated into upper end headunits) - this external unit allows you to basically adjust the timing of your speakers, since the listening distance to your speakers in a vehicle are not equal - you could create a more convincing sense of sitting in the middle of the vehicle by delaying the driver side speakers with this unit. Alternatively (or with multiple units) you could use it to delay your front-stage from your substage to create a better sense of your subs being in the 'front' of your soundstage.
