While it was not done "the way it should", the officers handled it moreso according to code.
The parts of this story you don't see necessarily is that this ***** bipolar maniac was refusing to give up and wielding a flourescent bulb. Yes, that is a weapon. Yes, that can hurt a good bit.
Officers, I'm sure, tried to reason and could not. They took the insane man down with the force necessary.
I do not agree with WHERE they tased him, stating it was on the side of an apartment so close to the edge to where the man could have fallen, which he did. Perhaps they should have hit his *** with it inside of the apartment, then all of this shit would have been avoided.
No, the officer should not be punished by law, it's blasphemy to do so. A police officer is a citizen, nothing else; we as a nation and governing body grant police officers the right, as citizens, to do what they have to in order to keep everyone out of trouble/danger.
The guy was evidentally a threat to himself, and that shows furthermore by the fact they would not let his own mother near him. They feared he would hurt her so you can only imagine the threat they felt towards themselves(officers).
