The reviews seem to be great on them, they are made by Morel. They need a lot of power otherwise they are great quality.

have you had a pair, would they get loud enough with 250rms and do they require lots of tweaking to sound good as iv heared they dont sound good out of the box

nothing sounds as good as it could out of the box. I have not heard them myself, but the Ti line of products is very good stuff.
