Over or Under???

So I'm getting a fully loaded Fi Audio BL 12 n running it at 1 ohm rated 1500rms handling. Im shopping around for AMP but what would be better?? To under power alil with high end AMP or over power w a low budget AMP?? What would u recommend??? Any opinions n suggestions will be appreciated!! Open to any other brands n models. Price range is up to $400. Thanks
