It will go back to the Senate where it originated and if it gets 2/3 in the Senate and then 2/3 in the House, then it will become law and the veto will have been overridden.The vote in the Senate was veto-proof. If this thing passes the House with the same kind of margin it passed the Senate, Obama's veto threat is worthless.
This has less to do with terrorists and more to do with the possibility of civil unrest.
There's just no math that shows anything other than economic collapse in 3-5 years for us without real painful changes.
