Man if they're bothering you then I promise you that other people are pissed off by them too. Talk to all of the people who share common walls with you and get them on your side.
If you have to, you guys can bluff to the manager and say you will all stop paying rent if he doesn't do anything about them. Not that you would actually do that, but the law is on the tenant's side and it would be a good couple months before everyone would get kicked out. That will get the attention of the building owner because not getting all of your combined rent would mean he may have to pay the building's mortgage out of his own pocket.
If he has to choose between kicking out one tenant, or losing several, you know what he'll do.
