this is my plan... of action... im not going to call the cop's for any reson other then music. after 9.00 anything else. i will let slide like i have been for the past month or 2. if he come's out talkin mad sh*t he's gunna pay for it...

i want to try the bass note thing... but im not trying to provoke anything ya know??

Well ... i read some most of the thread .. the bass tone .. i dont think your down stairs neighbor would take kindly to that .. but its a good idea if your only living on 2 floors .. but i would def. talk to the Landlord/Apt. Manager they would be able to do something. The Cops cant really do anything except maybe issue citations for excessive noise but i doubt they will. Anyway .. GL on trying to solve the problem ..
