true, I didnt think about it at the moment since he came up there so long after i was there. I was thinking to myself WTF does he want and since i had my windows up and wasnt playing it all that loud really

Just pay it you'll be out more money fighting it in court. (missing work, lawyer, etc...)

He probably didn't hear it but like someone else mentioned knows your vehicle from around and knew it was an easy ticket. Trust me we've all been there.
