new amp = no sound?

wassup everyone. someone came to me with this problem. They had an amp that wouldnt turn on so they bought a new amp. he had someone install it and made a huge mess. he has 3 amps, a cap, and a crossover. the problem is that the amp turns on but no sound is coming out. i really dont want to deal with his entire mess and re-wire everything, what can i look out for to resolve this issue fast. hes one those guys who thinks he can get alot done with 20 bucks cheap as dude.

Meter the power and remote on the amp and see if you're getting 12v
